V. 0.2 - Effective: 16 June 2026 - Scout & Runner task guide

Scout task

Scout is a third-party Unetwork task operated by APEX Telecom. Eligible operators can earn rewards by discovering telecom routes and submitting accurate reports from dedicated prepaid SIMs.

Key point: the reward is for the accepted verification report, not for placing a call alone.

Role

Scout

Connectivity researcher for international voice routes in Scout & Runner.

SIM rule

Dedicated prepaid

Use only lawful prepaid SIMs or eSIMs purchased specifically for S&R.

Accepted report

0.10 UP

Each accurate report can earn once accepted and verified.

Cycle cap

8 numbers

A Scout can validate up to 8 numbers in a 48-hour cycle when available.

What Scout is

A simple route-discovery task for eligible operators.

Unetwork Scout & Runner is a third-party task operated by APEX Telecom. Scouts help discover telecom routes by placing manual test calls from a dedicated prepaid SIM and submitting accurate reports.

The idea is straightforward: find routes that connect, document what happened, and earn rewards when your reports are accepted and verified.

Step 1

Pick an approved plan

Choose a supported prepaid SIM, eSIM, or call package before spending money.

Step 2

Make the test calls

Dial assigned numbers manually from your dedicated Scout SIM and listen to what happens.

Step 3

Submit accurate reports

Report the outcome and real balance so the route can be verified and reviewed.

How it works

Scout is manual, measured, and report-based.

You use a dedicated prepaid SIM, call assigned test numbers yourself, and report the result. S&R checks the report against telecom signals before rewards are confirmed.

Calls are not the product. Accurate reports are. If a report is missing, guessed, or fails verification, it may not earn UP.

Do

Use the approved SIM and report honestly.

Avoid

Personal SIMs, automation, and estimated balances.

Rewards

Earn when useful route reports are accepted.

Scout rewards are allocated in UP after verification. A reward is not guaranteed for every call or action, but accepted reports and promoted routes can create several earning paths.

Accepted report

0.10 UP

Per accurate Scout report after review.

Full session

0.50 UP

Up to 5 reports for one number, including valid early-ending outcomes.

Promoted route

5 UP + 4%

Bonus when promoted, plus ongoing share from Runner activity.

Full reward details

Call report: 0.10 UP

Paid per accepted Scout report when the report passes backend and moderation checks.

Route promotion: 5 UP

Paid once a validated number is promoted and used by Runners, usually within the platform review window.

Ongoing route share: 4%

The discovering Scout can receive 4% of Runner minute rewards on a verified active route for its lifespan.

ScoutQuest approval: 5 UP

Approved original ScoutQuest submissions can earn 5 UP each, up to 50 UP per period.

Bundle refund: Up to 40 UP

Eligible SIM and package cost can be reimbursed once per verified route, excluding overages, roaming, or unexpected carrier charges.

Important details

The fine print is here when you need it.

These details keep Scout accurate, fair, and safe. Open the sections that matter when you are ready to participate.

Eligibility and SIM rules

Scout is available only where S&R supports the role. Use a dedicated prepaid SIM or eSIM bought for Scout work, not your personal or daily-use SIM.

  • Valid ULO status: S&R displays license state mirrored from Unetwork. You must hold valid ULO status to participate where the role is supported.
  • Supported region: You may only participate in supported regions listed on S&R. Sanctions enforcement applies at signup, queue, and dialing layers.
  • Scout positions: Scout positions are limited by market. Most countries have 50 positions, while the US has 300 because plans vary widely by state.
  • Dedicated prepaid SIMs only: Personal, daily-use, postpaid, or unregistered SIMs are prohibited. The SIM must be obtained lawfully and comply with carrier rules.
  • Manual activity only: Do not automate dialing, script report submission, scrape the platform, reverse engineer the queue, or bypass supported-region controls.
Reporting and balance accuracy

Rewards depend on reports that match what happened on the call. Balance entries help S&R understand the real cost of the route.

  • Rewards are allocated for verified reports, not for placing a call by itself.
  • The backend checks reported outcomes against telecom parameters, duration, SIM, number, and quality signals.
  • No audio or call content is recorded. S&R captures metadata such as duration, outcome, number dialed, SIM used, and reward earned.
  • A report can be rejected when it is inaccurate, automated, scripted, missing, too short, fails backend verification, or is rejected by moderation.
  • Rewards are not reimbursement for carrier charges. You remain responsible for all carrier fees and unexpected charges.
  • Enter the real SIM balance before the first call, either in minutes or currency.
  • Wait the full 3-minute balance update period after each call before reading the new balance.
  • Use the same precision shown by the carrier. Do not estimate, round, or reuse a stale balance.
  • Use SMS balance checks, the carrier balance number, or the carrier app when available.
  • For unlimited plans, follow the platform instruction for the Unlimited toggle or default value.
ScoutQuest

ScoutQuest is the research path for finding prepaid SIM and package combinations that are not yet approved.

  • Submit local prepaid SIM and package combinations that reflect real market availability.
  • Do not buy an unapproved plan just because you submitted it. Wait for approval before using it in validation.
  • SuperScouts or APEX Admin review submissions for accuracy, originality, and documentation.
  • Approved ScoutQuest submissions can become approved plans for later route discovery work.
Carrier costs and conduct

Your mobile carrier relationship stays separate from APEX. You are responsible for plan rules, rates, and charges.

  • Read and follow your carrier terms, fair use policy, KYC requirements, and plan rules.
  • Know the call rates, roaming charges, destination coverage, and other fees before dialing.
  • Pay all carrier charges and accept the risk of disconnection, banning, or unexpected fees.
  • Avoid restricted destinations. Restricted destinations should not appear in queues, and unauthorized admin override is prohibited.
  • Do not automate calls or report submission.
  • Do not submit false reports or bypass region restrictions.
  • Do not expect APEX to intervene with your carrier.
Common rejection reasons

Most rejected reports come from preventable reporting, timing, or SIM mistakes.

  • Estimating or rounding balance: The platform cannot calculate real per-call cost, so the report can be rejected.
  • Checking balance too early: Carrier charges may not have posted yet, which can make route economics look better than reality.
  • Switching SIMs mid-session: The session is tied to one SIM and package; switching invalidates the cost calculation.
  • Using a personal SIM: Daily usage contaminates balance tracking and violates Scout role rules.
  • Buying an unapproved plan: Unapproved plans do not qualify for reimbursement or validation until reviewed.
  • Engaging with a human answer: Hang up immediately and report the outcome. Do not speak with the person who answered.

The Golden Rule

Report what actually happened.

Enter your real SIM balance before the first call and after every call. Do not estimate, round, or skip the wait period. Honest reporting is what makes Scout routes useful.

Frequently asked questions

Fast answers for Scout operators.

What does a Scout do?

A Scout manually validates international voice routes by dialing APEX-provided test numbers from a dedicated prepaid SIM, then submitting accurate reports about the call outcome and remaining balance.

Is Unetwork placing the calls?

No. Scout calls are placed manually by you from your own dedicated prepaid SIM. S&R does not provide a dialer, cloud calling, or auto-dialing.

Can I use my normal SIM?

No. Scout work requires a lawful dedicated prepaid SIM or eSIM purchased for S&R. Personal and daily-use SIMs are prohibited.

Am I rewarded for calling?

No. Rewards are allocated for accurate verification reports that pass backend checks. If a call has no accepted report, no reward is allocated.

What happens when voicemail or a human answers?

Hang up, report the outcome, and stop the sequence for that number. This is a complete validation result and can receive the full 0.50 UP session payout when the report is accepted.

What is ScoutQuest?

ScoutQuest is a research module for submitting local prepaid SIM and package combinations for review. Approved original submissions can earn 5 UP each, up to 50 UP per period.

What is a SuperScout?

A SuperScout is an appointed role for ScoutQuest moderation and community support under a separate Super-Scout Program Agreement.
